Fuseible link.
Fusible liinks are usually found close to the source of the power. Either you would have one on the positive cable to the Alternator and or one coming out of the fuse box

Try testing voltage at the fuse block power before it hits the fuses

The fuse may lead back to your original problem of hard starting. I had the same starting problem with my XJ. Started hard, cranking over several times before it fired, then suddenly starting normal again. I pulled the starter apart to find about a half cup worth of dirt in it. The starter will cause a pretty severe amp draw if it has to work too hard to spin against any dirt or debris in it, which may have caused the fuse to blow.

I wouldn't put a bigger fuse in , might melt the wire , I'd run a new line on a relay and never have that problem again
